Phase 1A minimum sample¶
Aim for decision-quality diversity rather than statistical national representation:
- at least 12 customers/households;
- at least 16 providers across at least four candidate categories;
- at least 4 institutional/property/facility stakeholders;
- at least 5 verification, reviewer, field or support participants;
- representation of women, varied ages, accessibility needs, lower digital confidence, mobile/fixed/hybrid and informal/registered providers.
Increase the sample when critical evidence remains contradictory or a category/area behaves differently.

Data handling¶
Use participant codes, minimum contact data, encrypted restricted notes, no public real-document copies, no exact private coordinates and public reports only in anonymized/minimized form. Follow RESEARCH_ETHICS_AND_CONSENT.md.

Exit report¶
Phase 1A is complete only after PHASE_1A_EXIT_REVIEW.md records methods, sample, limitations, evidence IDs, accepted/rejected assumptions, pilot decisions, unresolved risks and explicit owner authorization for Phase 1B.
