Horizon 6 — Zambia pilot¶

Horizon 8 — Evidence-led expansion¶

- richer booking or messaging;
- deeper registry/credential integrations.
Horizon 9 — iOS gate¶
Native iOS planning begins only after the explicit decision gate in MASTER_BUILD_PLAN.md.
