RC11A — combined regression

The preserved combined baseline passed on the RC11 claim head 16b3a411b3eb089b6b8ab166683b782c647d5ab9. The exact final reconciliation head 66626d315a8d132dbf8f34749a2679e42c609d7c passed the applicable permanent matrix before merge 87f567fccfa92244c7951432436c7163c71d5fc7.

Required final evidence includes:

  • Android unit, lint, assembly, dependency and Play/Data Safety boundaries;
  • backend format, lint, typecheck, authorization, migrations, tests, build and OpenAPI;
  • deterministic generated Kotlin and TypeScript clients;
  • functional customer/provider PWA and W7/W8 boundaries;
  • private operations portal and integration runtime audit;
  • RC5–RC10 permanent contracts;
  • supply-chain and documentation quality.

RC11B — evidence index

RC11_MANAGED_EVIDENCE_INDEX.md records the bounded evidence and non-production authority for RC0–RC10. Exact run and artifact identifiers are recorded where they exist. Provider-managed evidence without a GitHub run number is labelled as such rather than assigned an invented identifier.

RC11C — ledger and status reconciliation

The reconciliation preserves these distinctions:

  • source implemented versus managed runtime proven;
  • synthetic managed canary versus participant/production activity;
  • sandbox proven versus application runtime active;
  • externally provisioned versus runtime bound;
  • pending provider versus blocked/deferred;
  • repository readiness versus PRIMARY-PILOT evidence;
  • Phase 12 preauthorization engineering versus production release authorization.

No provider, AI use case, payment route, authentication mode, participant communication channel or production surface is promoted beyond its exact evidence.

RC11D — closure and handoff

RC11 closes only after:

  1. the exact final head passes all applicable checks;
  2. the closure receipt names that head, its merge and the run matrix;
  3. WORKSTREAM_LOCK.md, project status, current integration status and live ledger agree;
  4. Issue #261 records the canonical closure and is completed;
  5. the lane is released with Phase 11C–11J execution preparation named as next but not started as real participant activity.

Explicit retained blockers

  • DPC controller registration and applicable overseas storage/transfer authorization;
  • qualified Zambia privacy, consumer and marketplace review;
  • approved final participant notice/consent version;
  • Firebase real-participant configuration and real auth canary;
  • authorized private-storage/auth/deletion/withdrawal canary;
