  • legal/provider approvals cover the proposed Phase 12 scope;
  • every global release gate is either complete or formally retained as a Phase 12 blocker;
  • the decision does not rely on synthetic, sandbox, secondary or managed-canary evidence as a substitute for primary evidence.

REPEAT is required when

  • mandatory evidence is missing or withdrawn;
  • sample/task coverage is insufficient;
  • a canonical correction needs real revalidation;
  • results are contradictory or highly dependent on one participant/device/category.

NARROW is required when

  • only a subset of geography/categories/pathways/features is supported;
  • operations or provider controls cannot safely support the full proposed scope;
